Would allow the State Board of Education to withhold funds from a local board of education due to receiving an audit report of findings of irregularities or budget deficits for three consecutive years or that fails to complete a corrective action plan. Would also allow for removal of local board members due to audit reports that show irregularities or budget deficits for three years.
